Meritorious Service Award with Special Commendation

2025 Award Recipients

The Meritorious Service Award with Special Commendation recipients have made outstanding contributions to NCEES and provided outstanding service as member board staff.

Kathy Hart

Kathy Hart, executive director of the Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors, has been awarded the NCEES Meritorious Service Award with Special Commendation for her dedicated service to NCEES and the engineering and surveying professions. Hart was recognized on August 21, 2025, during the organization’s 104th annual meeting in New Orleans, Louisiana.

Hart received the NCEES Meritorious Service Award in 2006 and has continued to make contributions to the organization. She has served the Oklahoma board for 35 years. She has demonstrated leadership through service as a member of the NCEES Advisory Committee on Council Activities, the Committee on Member Board Administrators, the Evaluation of Applications Task Force, the Exam Administration Task Force, and the Public Outreach Task Force. Hart has served as chair of the NCEES Committee on Member Board Administrators. She is known for her efforts to welcome and integrate new member board administrators into the committee and for fostering a collaborative and inclusive environment.

Lance Kinney, Ph.D., P.E.

Lance Kinney, Ph.D., P.E., executive director of the Texas Board of Professional Engineers and Land Surveyors, has been awarded the NCEES Meritorious Service Award with Special Commendation for his dedicated service to NCEES and the engineering and surveying professions. Kinney was recognized on August 21, 2025, during the organization’s 104th annual meeting in New Orleans, Louisiana.

Kinney received the NCEES Meritorious Service Award in 2013, and he continues to make contributions to the organization. He has served the Texas board for 22 years. He has demonstrated leadership through service as a member of the NCEES Committee on Member Board Administrators, the Computer-Based Testing Task Force, and the Engineering Licensure Task Force. Additionally, he served as chair of the NCEES Committee on Member Board Administrators, the Computer-Based Testing Implementation Task Force, and the Public Outreach Task Force and as vice chair of the Committee on Licensure. Kinney is known for his involvement in significant licensure initiatives, such as licensure for emerging technologies, international licensure agreements, and mobility and comity projects. He is well-known nationwide and internationally for his efforts in promoting licensure.

Lesley Rosier-Tabor, P.E.

Lesley Rosier-Tabor, P.E., executive director of the West Virginia State Board of Registration for Professional Engineers, has been awarded the NCEES Meritorious Service Award with Special Commendation for her dedicated service to NCEES and the engineering profession. Rosier-Tabor was recognized on August 21, 2025, during the organization’s 104th annual meeting in New Orleans, Louisiana.

Rosier-Tabor received the NCEES Meritorious Service Award in 2012 and has continued her service to the organization. She has served the West Virginia PE board for over 22 years. She has demonstrated leadership through service as a member of the NCEES Advisory Committee on Council Activities, the Committee on Member Board Administrators, the Computer-Based Testing Task Force, the CPC Task Force, the Exam Administration Task Force, and the Mobility Task Force. Rosier-Tabor has also served as a consultant on the NCEES Committee on Education and the Committee on Examination Policy and Procedures. She is known for being a strong advocate for the NCEES Enforcement Exchange and for promoting the importance and value of engineering licensure to students.
