The Meritorious Service Award recipients have made outstanding contributions to NCEES and provided outstanding service as member board staff.
Kathleen (Kate) Nosbisch, executive director of the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers, and Landscape Architects, has been awarded the NCEES Meritorious Service Award for her dedicated service to NCEES and the engineering and surveying professions. Nosbisch was recognized on August 20, 2026, during the organization’s 105th annual meeting in Henderson, Nevada.
Nosbisch has served the Virginia board for over 17 years. She is responsible for examinations, licensing, and regulation of approximately 35,000 individuals and related business entities in Virgina. Nosbisch has demonstrated leadership through service as a member of the NCEES Committee on Member Board Administrators, Public Outreach/Communications Task Force, and the Mobility Task Force. She was honored to have been part of the group invited to London as NCEES and the Engineering Council–UK signed the mutual recognition agreement.
Jon Wilbeck, executive director of the Nebraska Board of Engineers and Architects, has been awarded the NCEES Meritorious Service Award for his dedicated service to NCEES and the engineering profession. Wilbeck was recognized on August 20, 2026, during the organization’s 105th annual meeting in Henderson, Nevada.
Wilbeck has served the Nebraska engineering board since 2008, first as the compliance officer and then as the executive director. He oversees board staff, including compliance, public information, licensing, and administrative staff. Wilbeck has demonstrated leadership through service as a member of the NCEES Committee on Member Board Administrators, Committee on Uniform Procedures and Legislative Guidelines (UPLG), and Special Committee on Bylaws. During his time on the UPLG Committee, the committee completed a successful five-year review of the NCEES Model Law and Model Rules. In 2013, he served as the Central Zone secretary-treasurer.
