NCEES announces CEO succession plan

The board of directors of the National Council of Examiners for Engineering and Surveying (NCEES) today announced that Chief Executive Officer David Cox will retire effective October 1, 2024. Following his retirement date, Cox will remain with the Council in an advisory capacity until January 31, 2025.

“Since joining NCEES as CEO in 2018, David’s leadership has been instrumental in positioning the Council for the future and raising awareness about the value of licensure,” said 2022–23 NCEES President Christopher Duhamel, P.E., P.L.S. “This CEO succession plan helps to ensure the Council’s continued success in advancing licensure to safeguard the health, safety, and welfare of the public.”

Effective October 1, 2024, NCEES Chief Operating Officer Davy McDowell, P.E., will succeed Cox to become chief executive officer. As CEO, McDowell will serve as chief employed officer of the Council and secretary of the NCEES corporation, with authority over its daily operations. President Duhamel said, “Davy’s appointment as the next CEO is a testament to his leadership skills and the confidence we have in him to further our mission and vision.”

McDowell has served as COO since 2009. In this role, he provides support to the chief executive officer to implement the decisions of the board of directors and serves as a liaison between NCEES and its member licensing boards. Prior to being named COO, McDowell was director of professional services at NCEES, overseeing the organization’s Records department and leading the Council’s efforts to promote licensure to current and future engineers and surveyors. McDowell, who has been with NCEES since 1999, also has been an exam development engineer with the organization, overseeing the exam development process for several licensing exams produced by NCEES.
