2022 NCEES annual meeting

Join NCEES at the Omni La Costa Resort and Spa for the 2022 annual meeting. The Council will reconvene in person to decide key licensure issues and take time to explore the sights, sounds, and tastes of Southern California.

Registration for the annual meeting

The method used to register depends on whether you are funded by NCEES to attend the meeting. All NCEES-funded attendees will receive a special invitation via email containing detailed funding information and an individualized link to register.

Detailed information about each registration type and descriptions for all events are available in the schedule of events.

There are also virtual events scheduled to help boards prepare for the annual meeting, including State of the Council events and a New Member Orientation. More information about these events is covered in the virtual events section below.

There is no virtual option for the annual meeting.

Registration fees

  • Business delegate: $450 ($500 after July 8)
  • Law Enforcement Program: $150 ($175 after July 8)
  • Guest registration: $325 without breakfasts or $425 with breakfasts ($350 and $450, respectively, after July 8)

Hotel accommodations

The 2022 annual meeting will be held at the Omni La Costa Resort and Spa in Carlsbad, California. NCEES has a block of rooms available at the Omni at a rate of $249/night, single or double occupancy.

The resort fee, currently $40 per night, is waived for those who stay inside the NCEES room block. The resort fee includes basic Wi-Fi access.

  • NCEES-funded attendees

    Those funded by NCEES to attend the annual meeting (such as funded delegates, qualified first-time attendees, and committee chairs) will have their reservations made by NCEES based on information provided during registration. Detailed funding information is included in invitations sent to those individuals. A hotel confirmation will be emailed approximately two weeks before the meeting.

  • Paying attendees

    Paying delegates can arrange hotel accommodations online using this link or by calling 760-438-9111. When making reservations by phone, identify yourself as an attendee of the NCEES annual meeting to receive the special group rate.

    Please cancel any unneeded reservations before July 8 so that other delegates may take advantage of the discounted room block rate. After that date, rooms may be reserved based solely upon availability, and special meeting rates may not be available.

  • Parking

    Self-parking is currently $35 per night; valet parking is currently $45 per night. Attendees are responsible for the cost of parking.

Travel and ground transportation

The hotel is located approximately 45 minutes from San Diego International Airport. Decisions about ground transportation must be made in advance, and you are responsible for making arrangements.

The funding check amount for delegates funded by NCEES has been set assuming delegates will use a low-cost transportation option to get to the hotel and take a scheduled departure shuttle to return to the airport on Friday or Saturday morning (4:00 a.m.–11:00 a.m.). Delegates may make alternative arrangements, also listed below, but are responsible for the costs.

  • Getting to the Omni La Costa Resort and Spa

    The following options are specific to San Diego International Airport. Those who choose an alternate airport are responsible for researching ground transportation options for that airport.

    Uber/Lyft: Uber and Lyft drivers are permitted to pick up and drop off at the airport, but be sure to locate the approved pickup location at the airport before requesting a pickup. Pricing from the San Diego International Airport to the Omni is generally under $100. Use the fare estimator for more detailed information.

    Taxi: Taxi service from the airport is a metered fare, so the cost can vary depending on traffic. Typically, the cost is under $125.

    Car service: La Costa Limousine is offering discounted car service to annual meeting delegates and guests. One-way service is available at the following discounted rates: $163.35 for a sedan, $263.25 for an SUV, and $347.29 for a Sprinter van. Larger vehicles are available as well. Call (760) 438-4455 and identify yourself as an NCEES annual meeting attendee to receive these rates.

    Rental car: Funding checks for individuals funded by NCEES are not intended to cover the costs to rent a car and park at the Omni, but delegates may choose this option and cover these costs if preferred. NCEES recommends Hertz to those who would prefer to rent a car, but most major rental car agencies offer service at San Diego International Airport. To make a reservation with Hertz and get the NCEES discounted rate, contact Travel Inc. at ncees-request@travelinc.com. Identify yourself as an attendee of the annual meeting.

     

  • Getting to San Diego International Airport

    The following options are specific to return to San Diego International Airport. Attendees should plan to depart from the hotel at least 2.5 hours prior to the scheduled departure time.

    Scheduled departure shuttles: NCEES will coordinate departure shuttles from the hotel to San Diego International Airport between 4:00 a.m. and 11:00 a.m. on Friday, August 26 and Saturday, August 27. Registered delegates and guests will be able to make reservations for this scheduled service starting in mid-July. Shuttles are expected to depart every 60–90 minutes, but the final schedule will be set after the July 8 registration deadline.

    Delegates are responsible for making appropriate air travel arrangements to utilize this free service or must make other departure arrangements on their own. NCEES cannot be responsible for airline-imposed changes to schedule that impact the ability to utilize this service.

    Car service: La Costa Limousine is offering discounted car service to annual meeting delegates and guests. Virtual events

NCEES will provide a few virtual meeting opportunities to help member boards prepare for the annual meeting. Those who are not attending the annual meeting may still participate in these virtual events. Registration is required for all as described below.

  • State of the Council meetings

    Initially launched in 2021, the State of the Council meetings provide timely announcements and updates on Council activities. The webinars in June and July will provide important information to help member boards prepare for the annual meeting.

    Members, member board administrators, associate members, emeritus members, and past presidents of NCEES are invited to attend. Those who registered for the April or May sessions were automatically added to these events, and Zoom confirmation emails were sent in early May. If you did not receive an invitation and would like to register, send a request to meetings@ncees.org.

    • June 8, 2:00–3:30 p.m. EDT
      NCEES Chief Executive Officer David Cox and Chief Operating Officer Davy McDowell, P.E., will preview the motions that will be presented at the annual meeting as well as the positions that the board of directors has taken on each motion.
    • July 13, 2:00–3:30 p.m. EDT
      Senior leadership will be available to answer questions about the Action Items and Conference Reports, which will be posted by July 1.
  • Past Presidents Action Items and Conference Reports Discussion

    July 20, 2:00–3:30 p.m. EDT

    NCEES past presidents will meet to discuss the motions that will be presented at the annual meeting and provide their feedback.

    This event does not require registration; a calendar invite with the Zoom link will be sent directly to the past presidents.

  • POLC Action Items and Conference Reports Discussion

    July 27, 2:00–3:30 p.m. EDT

    POLC representatives and senior leadership from the member societies will meet to discuss the motions that will be presented at the annual meeting and provide their feedback.

    Registration for this event is by invitation only. Invitation inquiries can be sent to meetings@ncees.org. Include your name and society affiliation.

  • New Member Orientation

    August 10, 2:00–3:30 p.m. EDT

    NCEES Chief Operating Officer Davy McDowell, P.E., will give an overview of the Council and how members can get involved.

    Registration opens in mid-June. Funded first-time attendees will receive a special invitation to this event and are encouraged to participate. Anyone else who would like a review is welcome to attend. Send an email to meetings@ncees.org if you would like an invitation once registration opens in mid-June.

  • Action Items and Conference Reports

    The 2022 Action Items and Conference Reports is an excellent preparation tool for annual meeting business sessions. It includes the business agenda; consent agenda; reports from officers, committees, and task forces; and motions that will be voted on at the meeting. A PDF of this document is posted at the top of this page.

  • Zone meeting minutes

    The four zones will vote to approve the minutes of their respective spring 2022 zone interim meetings at their breakout sessions during the annual meeting. The draft minutes will be posted here as each becomes available.

  • Mobile app

    Go to www.ncees.org/mobile for more information about the meeting app. Links and instructions to download will be available in early August.

  • Attire

    With the exception of the events below, the recommended attire for the NCEES annual meeting is business casual (for example, oxford shirts, polo shirts, sweaters, slacks).

    • Kickoff party: Comfortable, casual attire is best for this indoor/outdoor event.
    • Awards and Installation Banquet: The suggested attire is business (for example, suits, dress skirts, cocktail dresses).
    • Guest tour (Wednesday): Casual attire and comfortable walking shoes are appropriate. A hat, sunglasses, and sunscreen are also recommended.

Other meeting details and policies

  • About the area

    A hospitality desk will be open all week to help make dinner reservations and provide suggestions for how to enjoy your free time. Here are a few suggestions.

    • Relax at the Spa at La Costa. A variety of spa packages and treatments are available. Contact the spa team at 866-669-6051 or visit the website for options. Discounts are available for NCEES guests.
    • Play a round of golf at one of La Costa’s two courses—Champions and Legends. Resort guests can book tee times online 60 days in advance.
    • Spend a day in the sun at Carlsbad State Beach, also known as Tamarack Beach. This is the only public beach in the area with public restrooms and lifeguards. Activities and rental chairs are also available.
    • Many local companies offer organized tours. Plan ahead by looking at the Visitor Bureau’s list of suggestions, or visit the hospitality desk or hotel’s concierge on site.
  • PDH reporting forms

    The 2022 annual meeting includes a few workshops offering professional development hours, or PDHs, for professional engineers and surveyors. A self-report attendance form will be posted at the top of this page. Individual certificates will not be provided. Contact the relevant licensing board with questions about continuing education requirements.

  • Funding available to member boards

    NCEES will fund the lodging and travel expenses and registration fees for the designated member board administrator (MBA) from each member board. When an MBA represents more than one board, the funding will be for the designated MBA only and not for the assistant MBA or for member board staff. The Council will provide the same funding to current member board members attending the meeting for the first time (must have been appointed since August 26, 2018) and three additional eligible delegates.

    The first-time attendee funding is typically only available to members appointed within 24 months of the annual meeting, but eligibility has been extended for this year since no in-person meeting was held in 2020 or 2021.

    NCEES will be direct-billed for airfare and hotel room and tax charges for up to five nights (August 22–26). Funded attendees will also receive a one-time reimbursement to cover incidental expenses. The amounts are set according to expected expenses for those who fly or drive.

    For delegates to qualify for this funding, NCEES should have been notified of their identity by May 2. Funded attendees must register for the meeting and make travel arrangements by July 8 using instructions in the individual meeting invitation.

  • Considerations for COVID-19

    NCEES will follow the requirements of federal, state, and local officials or venue policies, including masks and social distancing requirements, in place at the time of the meeting. The following information is current as of August 1, 2022. It will be checked and updated periodically, but please use the links provided to access the most current information.

    Refer to this link for updates posted by the Carlsbad Convention and Visitors Bureau and this link for the most current guidance at the hotel.

    • Air travel—Effective April 18, masks are optional inside U.S. airports and on board all domestic aircraft. More information is available at this link.
    • State/local—The government currently has no restrictions related to COVID-19 for visitors. However, businesses may choose to have mask or distancing requirements, or a recent negative COVID test or proof of vaccination may also be required for entry to some locations. Call ahead to any location you plan to visit if you have questions.
    • Hotel—The hotel follows local requirements and currently has no restrictions or special requirements in place for guests. Some services may not be available.
    • Cancellation—It is important that no one attend the meeting if there is a known exposure to COVID-19 in the days immediately preceding the meeting or if you are ill. Do not travel if you have had a known exposure to COVID-19 in the 10 days preceding the meeting or if you are ill, for any reason. If you arrive and become ill or are notified of contact with someone with COVID-19 or someone experiencing symptoms, you should send an email to meetings@ncees.org for instructions.

  • Refund policy

    All registrations for NCEES annual meetings should be submitted with payment by the registration deadline (July 8). Only written refund requests as outlined below will be considered.

    Written requests should be sent to the NCEES Meetings Department and must include

    • Name of registrant for whom refund is requested
    • Name of member board or other organization represented
    • Name and address of party to whom the refund should be issued (if payment was originally made by check)

    Complete requests for refund received at least 31 days prior to the meeting will be granted, less a $35 administrative fee per registration.

    Complete requests for refund received 15 to 30 days prior to the meeting will be granted, less a $100 administrative fee per registration.

    Refund requests received fewer than 15 days prior to the first day of the meeting will not be granted.

    Note: Registration fees may be transferred to the credit of a substitute delegate upon request at no additional charge.

    Refund exceptions for medical reason or family emergency

    Delegate: A delegate who cancels attendance for a documented medical reason or family emergency will be granted a full refund.

    Guest: NCEES is unable to refund any costs already incurred for a guest at the time of cancellation. Individual guest costs (i.e., guest tour, hotel meals, catering, or optional events) are incurred once a guarantee is submitted as required by each vendor. A refund will be granted, less any of these already incurred costs at the time of cancellation. No refund is typically possible within seven days of the event.
